This much discussed image seems to tell a story of solidarity between all three of the noble throws as three prominent players each are seen holding a different throw. A closer look tells a much more subversive story. A "some throws are more equal than others" theme is clearly evident via the Rock shown over and above the other throws and is "closer" to the World RPS Society. As a result many have dismissed this image as poorly executed (i.e.: too overt) propaganda.
